Government Schemes and Initiatives

The cabinet approved the Viability Gap Funding (VGF) scheme to support Offshore Wind Energy Projects.

On June 19, the Union Cabinet, led by PM Narendra Modi, approved a Viability Gap Funding (VGF) scheme for offshore wind energy projects with a total budget of Rs 7453 crore. This includes Rs 6853 crore for setting up 1 GW of offshore wind power projects (500 MW each off the coasts of Gujarat and Tamil Nadu) and Rs 600 crore for upgrading two ports to support these projects.

This VGF scheme is a key part of the National Offshore Wind Energy Policy from 2015. It aims to utilize India’s vast offshore wind energy potential. The government’s VGF support will lower the cost of power from these projects, making them viable for purchase by distribution companies (Discoms).

Private developers, selected through transparent bidding, will set up these projects. Power Grid Corporation of India Limited (PGCIL) will build the necessary infrastructure, including offshore substations. The Ministry of New and Renewable Energy will coordinate with various agencies to ensure the scheme’s success.

Once operational, the 1 GW offshore wind projects will generate about 3.72 billion units of renewable electricity annually, reducing carbon dioxide emissions by 2.98 million tonnes each year over 25 years.

The Patna High Court canceled the Bihar government’s 65% reservation in jobs and education.

The Patna High Court rejected Bihar’s laws to increase reservations for Scheduled Castes, Scheduled Tribes, Backward Classes, and Extremely Backward Classes from 50% to 65%.

On November 9, the Bihar Assembly passed two laws: the Bihar (Admission in Educational Institutions) Reservation (Amendment) Act, 2023, and the Bihar Reservation of Vacancies in Posts and Services (Amendment) Act, 2023.

These laws made Bihar the state with the second-highest reservation percentage for backward classes, after Tamil Nadu.

The High Court ruled that these laws violated the equality clause under Articles 14, 15, and 16 of the Constitution.

Chief Justice K Vinod Chandran and Justice Harish Kumar gave this verdict.

The Public Interest Litigation (PIL) argued that reservations in the Constitution aim to provide representation for socially and educationally disadvantaged groups, not based on population size.
