Approvals by the Cabinet on February 29, 2024

The Union Cabinet, led by Prime Minister Narendra Modi, agreed to the following proposals on February 29, 2024:

  • Three new semiconductor units will be established, with the first one in Assam, marking the northeast’s inaugural facility.
  • A rooftop solar scheme worth Rs 75,000 crore was approved to benefit one crore households.
  • The creation of the Director position at the National Institute of One Health in Nagpur was sanctioned. This individual, at the level of Scientist ‘H’ (pay level-15), will lead the National One Health Mission aimed at integrated disease control and pandemic preparedness.
  • Royalty rates for mining were endorsed for 12 critical and strategic minerals, including Beryllium, Cadmium, Cobalt, Gallium, Indium, Rhenium, Selenium, Tantalum, Tellurium, Titanium, Tungsten, and Vanadium.
  • A nutrient-based subsidy for P&K fertilizers for the Kharif Season 2024 was approved.
  • The establishment of the International Big Cat Alliance (IBCA) was greenlit.

MSME Minister Narayan Rane introduced three programs to support women in starting their own businesses

On March 1st, 2024, Union Minister Narayan Rane launched three new programs to support women entrepreneurs in India at the 9th Annual Shakti International Women Entrepreneurs Summit in New Delhi.

The initiatives are:

  • “Panjikaran Se Pragati”: A national campaign by the Ministry of MSME and the Women Entrepreneurship Platform (WEP) to encourage women to register their businesses under Udyam for more opportunities.

The USA and India launched their first Cyber Security Initiative to boost their IT ties

The USA Consulate and the Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA) joined hands to start the first USA-India Cyber Security Initiative. This program aims to make the IT links between the two countries stronger. It brings top cybersecurity experts together to make new jobs and find creative solutions.

PM Modi and Mauritian PM Pravind Jugnauth together open a new runway and dock at Agaléga Island in Mauritius

On February 26, 2024, The Union of the Comoros and the Democratic Republic of Timor-Leste officially joined the World Trade Organization (WTO). The signing event took place during the WTO’s 13th Ministerial Conference (MC13) held in Abu Dhabi, UAE.

With Comoros and Timor-Leste joining, the total number of WTO members is now 166. MC13 took place from February 26 to 29, 2024, chaired by H.E. Dr. Thani bin Ahmed Al Zeyoudi, UAE’s Minister of State for Foreign Trade.

The WTO established new rules on domestic services regulations, benefiting all members, including non-signatories like India. This agreement was endorsed by 72 members, including the United States, 28 members of the European Union, China, and Japan.

REC listed two bonds valued at Rs 5,375 crore on both the BSE and NSE

REC Limited successfully listed two bonds totaling Rs 5,375 crore on the NSE India and BSE Limited.

The first bond, valued at Rs 2,500 crore, matures on February 28, 2034, offering a yield of 7.47% over 10 years. The second bond, worth Rs 2,875 crore, matures on April 30, 2027, with a yield of 7.64% over 3 years and 2 months.

Both bonds are highly rated: IND AAA by India Ratings and Research Private Limited (IRPL), and ICRA AAA by Investment Information and Credit Rating Agency (ICRA).

REC Limited, a ‘Maharatna’ Central Public Sector Enterprise (CPSE) under the Ministry of Power (MoP), is registered with the Reserve Bank of India (RBI) as a Non-Banking Finance Company (NBFC) and Infrastructure Financing Company (IFC).

The funds raised through these bonds will support REC Limited’s regular business activities, not earmarked for any specific projects.

C-DOT and Qualcomm agreed to work together to promote new ideas in India

C-DOT and Qualcomm Technologies Inc., a subsidiary of Qualcomm Incorporated, agreed to work together to boost innovation in India and support local developers and start-ups creating new products and solutions. They signed a deal at the Mobile World Congress 2024 in Barcelona, Spain. Under the agreement, Qualcomm will offer its chip technologies and expertise to Indian startups, manufacturers, and academic institutions. In 2024, the book “Staliner Divan,” translated by Pankaj Kumar Chatterjee, won the Romain Rolland Book Prize

Pankaj Kumar Chatterjee won the 7th edition of the Romain Rolland Book Prize in 2024 for translating Jean-Daniel Baltassat’s French novel “Le Divan de Staline” into Bengali as “Staliner Divan”.

The Romain Rolland Book Prize is given yearly by the French Institute in India (IFI) along with Apeejay Trust. The original French book came out in 2013, and the Bengali version was published by New Bharat Sahitya Kutir in 2023. The publisher and translator of “Staliner Divan” have been invited to the Paris Book Fair in April 2024 and the Paris Book Market in May 2024 by IFI.

This is the second time a Bengali book has won the Romain Rolland Book Prize. Previously, in 2022, “Myorso Birudhyo Saksho,” the Bengali translation of Kamel Daoud’s “Meursault, contre-enquête,” won the prize. The book was published by Patra Bharati.

“Le Divan de Staline” delves into the life of Soviet leader Joseph Stalin, who led the Soviet Union from 1924 until 1953. It was made into a movie in 2016, with Gérard Depardieu playing Stalin. The book was also longlisted for the Goncourt Prize in 2013.

The Romain Rolland Book Prize, established in 2017, celebrates the best translation of a French book into any Indian language. It encourages Indian translators and publishers to bring French literature to Indian readers. Winners receive a trip to France for professional exchanges. The first prize in 2018 went to “Main Gumshuda,” the Hindi translation of “Rue des boutiques obscures” by Patrick Modiano, translated by Monica Singh and published by Rajpal and Sons.

SpaceX sent NASA’s Crew-8 mission to the ISS

On March 3, 2024, SpaceX’s Falcon 9 rocket launched NASA’s SpaceX Crew-8 mission from Launch Complex 39A at NASA’s Kennedy Space Center in Florida, USA.

The Crew-8 mission is NASA’s eighth rotation mission to the International Space Station (ISS) with SpaceX. The crew includes:

  • Matthew Dominick (Mission Commander, USA) – A test pilot from the US Navy, on his first spaceflight.
  • Michael Barratt (Mission Pilot, USA) – An experienced NASA astronaut with two previous spaceflights.

Chandigarh University won the most medals at the 2023 Khelo India University Games

Chandigarh University won the top prize at the 4th Khelo India University Games (KIUG 2023), held in the North East from February 9th to 29th, 2024. They earned 71 medals in total, including 32 gold, 18 silver, and 21 bronze.

Lovely Professional University from Punjab came second with 42 medals (20 gold, 14 silver, and 8 bronze), followed by Guru Nanak Dev University, Amritsar, with 51 medals (12 gold, 20 silver, and 19 bronze).

KIUG 2023 took place across seven states in the North East: Assam, Arunachal Pradesh, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura. The mascot for the event was a butterfly named ‘Ashtalakshmi.’

Pratyasa Ray from Odisha’s Utkal University was the most successful female athlete, winning 6 medals (four gold, one silver, and one bronze) in swimming. Xavier Michael Dsouza from Karnataka’s Jain University was the most successful male athlete, securing four gold medals in swimming.

In terms of the Ministry of Youth Affairs and Sports (MYAS), Anurag Singh Thakur is the Union Minister, representing Hamirpur, Himachal Pradesh. Nisith Pramanik, representing Coochbehar, West Bengal, serves as the Minister of State (MoS).
